When all the moisture has evaporated, the temperature of the heating element increases. 

The electronics detect this temperature increase and stop the heating. 

The lamp will blink and beeps will sound. 

At this moment, moisture is released from the food and sinks back into the heating plate, together with condensation water on the side of the steam cover. 

This moisture in turn causes a (minimal) cooling of the heating element. 

The heating element is now switched on again and will no longer beep.
